The Public Affairs Specialist serves in the Veterans Canteen Service Marketing Division, located at the Jefferson Barracks Department of Veterans Affairs, in St Louis, MO. These duties may include, but may not be limited to:
- Responds to media inquiries, generates media interest, and coordinates agency information and outreach programs in relation to public affairs and communication activities
- Writes news releases, feature stories, informational packets, media kits, fact sheets, speeches, briefings and presentations, and other outreach communications for internal and external communications.
- Produces various communications products such as newsletters, flyers, and brochures.
- Researches, prepares, and provides photographs, data, publications, information papers, magazine publications and other materials as requested by media outlets.
- Develops and writes web content for Intranet and Social Media sites.
- Creates, edits, and proofs written copy used in various marketing programs.
- Responds customer inquiries made through email, letters, congressionals, phone calls, social media messages, etc.
- Supports media, legislative, community, and staff relations.
- Creates and maintains internal communications through national bulletins, employee announcements, and other informational sources.
Occasional travel - To attend VCS events throughout the US.

You may qualify based on your experience and/or education as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences; experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions; experience responding timely and appropriately to requests for information concerning agency programs and services; serving as an on-the-record spokesperson, writing talking points and remarks for executives, creating and maintaining web content and helping to develop and implement multi-channel communication campaigns. OR, * Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher level graduate education leading to such a degree in a field related to the position. * OR,* * Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described in A but less than one year, and have more than two years but less than three years of graduate education as described in B and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
