APPOINTMENT FACTORS:This is an* Indefinite* Excepted Service position. Employment can be terminated with a 30 day notice. Management has the right to convert this position to permanent status without re-advertising. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status. Under an indefinite appointment, the employment is subject to a 30 day termination notice. This is a non-bargaining unit position.
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an Excepted Service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
Manages a complex, highly technical environmental management and protection program and serves as the installation's single most knowledgeable expert on DoD, AF, ANG, EPA state specific environmental laws and regulations. Environmental Management duties and responsibilities include, but are not limited to: (1) Hazardous Waste Management; (2) Storm Water Management and Control; (3) Air Quality; (4) Water Quality; (5) Pollution Prevention; (6) Green Procurement; (7) Environmental Restoration Program (ERP); (8) Cultural and Natural Resources Management; (9) Spill Prevention and Response; (10) Environmental Management System; (11) Environmental Impact Analysis Program (EIAP) Management; and (12) Qualified Recycling Program Management. Manages the entire Planning, Programming, Budget and Execution (PPB&E;) for the installation's environmental quality (EQ) program area. Manages Environmental Planning aspects of the program. Prepares and guides implementation of environmental program plans. Serves as an active member of the installation Design Working Group (DWG) and/or Facilities Utilization Board (FUB) accomplishing short term and long range planning in conjunction with Civil Engineering for future military construction and renovation projects. In accordance with the Environmental Impact Analysis Process (EIAP) statutory requirements, the incumbent is responsible for evaluating the environmental impact of construction and renovation projects. Performs other duties as assigned.

BASIC REQUIREMENTS: In order to meet basic qualification requirements, you MUST submit a complete copy of your college transcripts OR a list of completed college courses with equivalent information included (course title, semester/quarter hours and grade). Failure to submit this required information WILL result in an ineligible rating.
A. Professional Engineering Degree: To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional Registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified Academic Courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
Related Curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
GS-12 Specialized Experience: Must possess 12 months of specialized experience in professional engineering work to protect or improve air, land and water resources in order to provide a clean and healthful environment. Such work requires the application of professional knowledge of the principles, methods and techniques of engineering concerned with facilities and systems for controlling pollution and protecting quality of resources and the environment; and an understanding of and the ability to utilize pertinent aspects of chemistry, biological sciences, and public health that pertain to the control or elimination of pollutants.
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor (grade inversion).
IMPORTANT NOTES: Permanent Change of Station (PCS) allowances are not authorized for this position. Required Security Clearance is Noncritical Sensitive.
Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
